REGULATIONS OF AUPE WELFARE SCHEMES |

Pursuant to Rule 54 of the AUPE Constitution and Rules, the welfare schemes referred to are as follows: |

(a) |
the AUPE Mutual Aid Welfare Scheme I (hereinafter referred to as Scheme I); |
|
|
|
| |
|
|
| |
|
(b) |
the AUPE Mutual Aid Welfare Scheme II (hereinafter referred to as Scheme II); |
|
|
|
| |
|
|
| |
|
(c) |
the AUPE Mutual Aid Welfare Scheme III (hereinafter referred to as Scheme III); |
|
|
|
| |
|
|
| |
|
(d) |
the NTUC Core Welfare Benefits Scheme (hereinafter referred to as NTUC Gift). |

|
|
| |

| |
2 |
The regulations for each of the AUPE Welfare Schemes are as stated in Schedules 1 to 4 of these Regulations. |
|
|
|
| |
|
|
| |
3 |
There shall be established three Funds in respect each of Scheme I, Scheme II and Scheme III. |
|
|
|
| |
|
|
| |
4 |
The Executive Council shall from time to time transfer to the Funds such sums of monies as it deems necessary. |
|
Committee of
Management |
|
| |
|
|
| |
5 |
The Funds shall be maintained in three accounts, separate and distinct from each other and the funds of the Union, in a bank or banks approved by the Executive Council. |
|
|
|
| |
|
|
| |
6 |
Where the reserves in the respective Funds, exceed the estimated operational needs of the respective Schemes, the balance there from shall be invested on the advice of the Investment Committee of the Union. |
|
|
|
| |
|
|
| |
7 |
Each Executive Council shall at its first meeting elect a Committee of Management (hereinafter referred to as the Committee) to manage the operation of the said Schemes. |
|
|
|
| |
|
|
| |
8 |
The Committee shall consist of not less than five persons. |
|
|
|
| |
|
|
| |
9 |
The functions, duties and powers of the Committee shall be as follows:- |
|
|
|
| |
|
|
| |
|
(a) |
to meet not less than once a month to process and consider all claims under the Schemes; |
|
|
|
| |
|
|
| |
|
(b) |
to maintain proper records of its activities including Claims Registers, Nominee Registers, Investment Registers and such other records and registers necessary and proper in the conduct of its activities; |
|
|
|
| |
|
|
| |
|
(c) |
to invest funds as advised by the Investments Committee of the Union; |
|
|
|
| |
|
|
| |
|
(d) |
to prepare quarterly reports of its activities and investments for the Executive Council's consideration; |
|
|
|
| |
|
|
| |
|
(e) |
to prepare and submit reports of claims and disputes which require the decision of the General Purposes Committee; |
|
|
|
| |
|
|
| |
|
(f) |
to prepare vouchers for payment by the General Treasurer; |
|
|
|
| |
|
|
| |
|
(g) |
to take all necessary steps to inform members of the objects and operation of the Schemes and to plan such action as is necessary to realise the aforesaid objects; |
|
|
|
| |
|
|
| |
|
(h) |
to review periodically the operation of the schemes in the light of investment reserves and to make appropriate recommendations thereupon to the Executive Council for the revision and/or extension of benefits and/or introduction of new Schemes; |
|
|
|
| |
|
|
| |
|
(i) |
to study and make recommendations thereupon to the Executive Council from the study of other feasible schemes in keeping with the objects as stated in Rule 54 of the Union's Constitution. |

|
| |
|
|
| |
10 |
Any disputes on the interpretation or application of these regulations shall be referred by the Committee to the General Purposes Committee whose decision shall be final. |

The General Purposes Committee may at its discretion, refer the dispute to the Executive Council or Public Trustee for advice. |

12 |
As a guide, the categories of AUPE members who are eligible to claim for benefits under the AUPE Welfare Schemes are as shown in the table below. |
