  1.1
The AUPE Mutual Aid Welfare Scheme III (hereinafter referred to as Scheme III) is established pursuant to the Objects stated in Rule 3.5 and 3.10 of the AUPE Constitution, and the decisions of the Special Delegates' Conferences of the Union made on 6 April 1986 and 23 July 1989.

  2.1
The Scheme is established for the purpose of affording financial assistance to ordinary members, ordinary (general) members and associate members who are below the age of 65 years in the event that they are hospitalised.

  3.1
Any changes thereto to Scheme III shall be implemented on a date or dates to be decided by the Executive Council, provided that the changes shall not take effect before notification to the Registrar of Trade Unions.

  4.1
The Scheme shall provide payments to ordinary members, ordinary (general) members and associate members who are below the age of 65 years or to their beneficiaries and the payments are shown in Table A to Schedule 3.

  5.1
In the event of death of an ordinary member, ordinary (general) member or associate member below the age of 65 years, the beneficiary shall be the member's nominee registered in the Nominee Register provided that where such nominee is a minor at the time of payment of the benefits due, the benefits shall be paid in trust to his legal guardian or to the Public Trustee.

  5.2
In the event a member has not nominated a beneficiary, and regardless whether the member dies intestate or not, Section 7 of the Intestate Succession Act on rules of distribution shall apply in the case of a non-Muslim member, and Section 112 of the Administration Law Act on distribution of Muslim estates to be according to Muslim estates shall apply in the case of a Muslim member.

  6.1
Every ordinary member, associate member or general branch member who is below the age of 65 years shall pay a levy of $2.00 a month or such other amount as may be decided from time to time, which will be deducted through the Giro or Check-Off System or other means of payment.

  7.1
Every ordinary member, ordinary (general) member or associate member of the AUPE who is below the age of 65 years who has fully paid up subscriptions at the time of hospitalisation shall be eligible for payment of benefits under this Scheme.

  7.2
Payment of hospitalisation benefits under the Scheme shall be made when an ordinary member, ordinary (general) member or associate member who is below the age of 65 years has been hospitalised for a period of one (1) day or more.
     
     
  7.3
Notwithstanding Regulation 4.1 above and Table A to Schedule 3, no ordinary member, ordinary (general) member or associate member below the age of 65 years shall be entitled to any benefits if he is in arrears of Union subscriptions.

  8.1
An ordinary member, ordinary (general) member or associate member below the age of 65 years, his beneficiary or his next-of-kin must submit a claim in a prescribed form obtainable from the AUPE Headquarters at 295 Upper Paya Lebar Road,Singapore 534929, and the form shall be submitted to the General Secretary not later than 21 days after the member has been discharged from hospital.

  8.2
Proof of a stay in a government hospital or a recognised private hospital by an ordinary member, ordinary (general) member or associate member below the age of 65 years shall be in the form of a bill or certificate signed by an authorised officer of the hospital.
     
     
  8.3
Proof of posting is not proof of receipt of the application.
     
     
  8.4
An ordinary member, ordinary (general) member or associate member below the age of 65 years who has submitted his application for payment of benefits under Scheme III shall receive an acknowledgement from the General Secretary.
     
     
  8.5
In default of Regulation 8.1 above, the Union shall be under no obligation to make payments under Scheme III provided that where the Committee of Management in its discretion decides the delay in the notification was reasonable in the circumstances, it may make payments in accordance with Regulation 4.1 above.
     
     
  8.6
Notwithstanding Regulation 8.5 above, where the notice of claim is filed after a lapse of 90 days from the date an ordinary member, ordinary (general) member or associate member below the age of 65 years was discharged from hospital, no payment shall be made under the Scheme.

  9.1
All evidence required by the Committee of Management, including documentary evidence in support of the claim shall be furnished by the Claimant at his own expense.

  10.1
All claims shall be settled in one lump sum within 30 days upon receipt of the application for benefits under this Scheme.

  10.2
Notwithstanding any other provisions in these regulations, the Committee of Management shall be entitled to withhold payment until such time as it is satisfied with bona fide of the claim.

  TABLE A to Schedule 3

  1.1
An ordinary member, ordinary (general) member or associate member below the age of 65 years who is hospitalised in a Government or Private hospital will be paid hospitalisation benefits at the rate of:-

    a)
$30.00 per day from the 1st to the 10th day; and
     
     
    b) $40.00 per day from the 11th day onwards.      
     
  1.2
The coverage is subject to a maximum of 52 weeks per disability.
